{"id":92425,"date":"2026-06-04T11:59:05","date_gmt":"2026-06-04T16:59:05","guid":{"rendered":"https:\/\/thecitizenfortheworld.com\/?p=92425"},"modified":"2026-06-04T11:59:05","modified_gmt":"2026-06-04T16:59:05","slug":"la-asamblea-nacional-de-venezuela-aprobo-un-proyecto-para-abrir-inversiones-en-el-sector-electrico","status":"publish","type":"post","link":"https:\/\/thecitizenfortheworld.com\/?p=92425","title":{"rendered":"La Asamblea Nacional de Venezuela aprob\u00f3 un proyecto para abrir inversiones en el sector el\u00e9ctrico"},"content":{"rendered":"<p class=\"article-subheadline text-align-left\">El diputado chavista Orlando Miranda afirm\u00f3 que el sistema el\u00e9ctrico nacional ha \u201cmostrado limitaciones estructurales\u201d y financieras para responder a la demanda<\/p>\n<p>La <b>Asamblea Nacional<\/b> (AN, Parlamento) de <b>Venezuela<\/b> aprob\u00f3 un proyecto de reforma de la <b>Ley Org\u00e1nica del Sistema y Servicio El\u00e9ctrico<\/b> que busca propiciar <b>inversiones privadas<\/b> en un sector afectado por cortes frecuentes, especialmente fuera de Caracas.<\/p>\n<p>Durante la sesi\u00f3n transmitida por <i>ANTV<\/i>, el diputado chavista <b>Orlando Miranda<\/b> afirm\u00f3 que el sistema el\u00e9ctrico nacional ha \u201c<b>mostrado limitaciones estructurales<\/b>\u201d y financieras para responder a la demanda. Se\u00f1al\u00f3 que varias <b>termoel\u00e9ctricas<\/b> permanecen paralizadas porque, debido a las <b>sanciones econ\u00f3micas<\/b> impuestas por <b>Estados Unidos<\/b>, no se han podido adquirir repuestos, lo que incrementa la dependencia de la <b>Central Hidroel\u00e9ctrica de Guri<\/b> en el estado <b>Bol\u00edvar<\/b>.<\/p>\n<p>Miranda expuso que la presidenta encargada, <b>Delcy Rodr\u00edguez<\/b>, present\u00f3 la propuesta de reforma, describi\u00e9ndola como una \u201c<b>estrategia t\u00e1ctica<\/b>\u201d que introduce capital mixto y privado bajo un \u201c<b>r\u00e9gimen riguroso<\/b>\u201d de concesiones, supervisi\u00f3n p\u00fablica y corresponsabilidad civil y penal de las operadoras.<\/p>\n<p>El legislador indic\u00f3 que la ley, que a\u00fan debe ser debatida por segunda vez para su aprobaci\u00f3n final, <b>empoderar\u00e1 al ciudadano<\/b>, ya que obligar\u00e1 a las empresas distribuidoras y comercializadoras a <b>compensar econ\u00f3micamente a los usuarios<\/b> por da\u00f1os causados por apagones o deficiencias de calidad.<\/p>\n<div class=\"visual__image\"><picture><source rentabilidad \u201crazonable\u201d para los inversores, ligada a la eficiencia.<\/p>\n<p data-mrf-recirculation=\"Links inline\">El diputado opositor <b>Ezio Angelini<\/b> propuso que la ley contemple la <b>descentralizaci\u00f3n<\/b> y <b>aborde la corrupci\u00f3n<\/b>, a la que atribuye las causas de los constantes cortes el\u00e9ctricos. \u201c<b>Hay que hacer una auditor\u00eda muy importante de qu\u00e9 ha pasado con todos los recursos que se le han dado al sector el\u00e9ctrico<\/b>\u201d, se\u00f1al\u00f3.<\/p>\n<p class=\"paragraph\" data-mrf-recirculation=\"Links inline\">Angelini precis\u00f3 que, en 2019, <b>Venezuela<\/b> produc\u00eda 20.000 megavatios y consum\u00eda 12.000, pero actualmente la producci\u00f3n es de 12.000 y el consumo asciende a 14.000.<\/p>\n<p class=\"paragraph\" data-mrf-recirculation=\"Links inline\"><b>Rodr\u00edguez<\/b>, que asumi\u00f3 la presidencia tras la captura de <b>Nicol\u00e1s Maduro<\/b> por EEUU en enero, anunci\u00f3 en
